It can be. I've heard here, that there are incremental price increases during the MY that may not be reflected by Edmunds or KBB.
My X-plan price was $200 under dealer invoice on the truck.

It depends on what you mean by "edmunds".
Edmunds (and any of the other on-line car-price sites) does not give you the total invoice cost. They omit two important lines - fuel and FDAF. So if you use the Edmunds site to determine invoice amount, you must add about $50 for fuel and $150 to $500 for FDAF to the Edmunds total to get close to the real dealer's invoice amount.
FDAF is Ford District Advertising Fund. It varies by Ford district. It was $165 here in the sticks but $500 in the Chicago 'burbs a few years ago . (Sorry, but I don't keep up with this stuff lately.) And yes, it's part of the dealer's invoice cost, so you have to include it if you want actual invoice amount.
With your X-Plan PIN, the dealer must show you the invoice. The invoice includes both the total invoice cost and the total X-Plan cost of the vehicle. On a SuperDuty pickup, the X-Plan cost is almost always a few bucks less than the actual invoice cost. But the Edmunds (or NADAguides or Kelly BlueBook or any other) invoice amount will always be too low because they don't include fuel and FDAF.
If you really care about the nickles and dimes, then go to your dealer and look at any invoice for a recently-arrived PSD. Write down the line-item cost of fuel and FDAF from that invoice. Then add those costs to the number you got from Edmunds. That will give you really close to the actual invoice cost of your new truck, and it will probably be a bit more than the X-Plan price.
Every time I use my North Carolina zip code (28301) on Ford's site to search inventory or build/price, the invoice is listed under the price. However, when I use my Texas zip code, no invoice shows up. So anyway, if you want to see Ford's exact invoice on a vehicle, use a NC zip code and see what comes up.
That is true about slight price increases through out the year. Since I bought my truck in November I've seen that the newer stock has the Diesel engine listed at $5300, up from $5100. Also the base price of a Lariat SB 2wd is up $25 to 34400.

Yeah, I have been waiting for them to update. They need to add the Harley and remove the Amarillo package. There are a few other discrepencies as well, such as no carpet delete option for XLTs, and forged alloy wheel option for XL trim trucks. The last two however show up when you try to build/price on their commercial truck web site but no invoice appears there.

Another way is to qualify through your employer (Ford supplier or affiliate) or membership in a qualifying organization (ie: Disabled American Veterans) and the last way is to get one from a Ford employee. That's exactly right. We were able to reconcile the numbers from KBB.com right down to the penny once we took into account fuel and FDAF amounts.
BTW: KBB.com does mention the advertising charge in their fine print to say that they don't include it. Now we know why: it's different in different parts of the country.
