Not my truck (thank god) but a friend of mine bought it new and is wondering what to do to get more power out of it besides putting a supercharger on it.

Trade it in for a V10 would be my first suggestion...but, anything that will help the engine breath easier will help. I would say the least expensive and first place to start would be a new muffler or cat-back system and a performance air filter or entire intake system. Next your looking at headers but they are expensive and typically you sacrifice a little low end grunt for more high end hp.
What's the real problem? I drove a 2-valve 5.4L in a E350 15-passenger van for a while and it pulled it around just fine. I couldn't challenge a Mustang to a race but really had no complaints about power.

Full exhaust system including headers, Open Air Filter, A chip (usually good for 15-18HP), different pully system, maybe some bigger injectors and an ignition system (MSD), Cam, Heads, supercharger.
Really depends on how much you have to spend and why you want more power. Some mods will add power but sacrifice driveability, thus only good for racing, while some mods work great while still allowing the truck to be a work truck.
Why does your friend want more power and how much does he have to spend.
What GREGOB says plus the Superchip on Econo is good for a few HP and makes the tranny work better. That plus the air intake and possible exhaust will also bump it up. If it has a 3.55 rear, then forget everything and go for a gear change, like 4:10. If it is a 3:73, then you have a chance with adding the above. My wife's 5.4 Expedition woke up with adding the Superchip. The SCMT also has a HO setting, but when used, needs hi-test gasoline to keep it from pinging. I've been using the Econo setting and regular gas with no issues. She gets decent mileage(14-15) and good power and awsome shifting.

I am not to fimiliar w/ the 5.4's but if they have an aluminum intake you might want to have the intake sent to Extrude hone to be honed. I know when I had my bullit intake honed on my 99 GT Mustang I picked up close to 25hp w/ that mod alone.
The 5.4. 3 valves have plastic intake manifolds. A good cold air intake will help along with a high flow exhaust system. The mass air meter is part of the airbox, the hotwire part itself is removeable. A quality chip or programmer is recommended after the intake and exhaust upgrades. Make sure you use premium fuel, the 5.4 3v's are detonation sensitive.

I have the Superchip on the wife's Expedition 5.4 and in the Economy setting, you can still run regular unleaded w/o any ping. Really firms up the shifting and goes better too. Mileage was uped by 1-2 mpg, depending.

I understand you can run 87 octane, which is because of the knock sensor, but 89 octane would yeild better results without paying for premium fuel. By the way, how do you like the 5.4 3v?.

I just got the FLASHPAQ for my 06. Noticeable difference in power. The only mod besides this is the KandN filter. I don't have any gas mileage numbers yet as I am an my 1st tank with it. I would say it makes my Truck much more enjoyable to ride and drive. The shift points and acceleration have been vastly improved. Mine allready had the 4.10 gears. I will post updates as time goes on. I want to also try a tank of 89 as well. I have it on the 87 Oct setting right now.

The wifer's 5.4 is the best one we have had. This is the 4th Expedition and with the Superchip added, and nothing else, it is very impressive. I like to hotrod it a little and she doesn't like it. I checked the real mileage on this last tank with 50-50 city/highway and got a solid 15.4 mpg. Not bad for a gasser SUV with all the poop.

Personally, I'd start with the simplest things first. A set of 4.10 gears, and then a programmer to coax a little more power, as well as recalibrate the speedo. Next, I'd look into intake/exhaust packages. Banks offers performance packages for the 5.4L as well, and some may include programming? If your friend didn't got the banks route, I'd suggest a clod air intake, and hi-flow exhaust/cat-back system.
