98 wont shift out of park

i have a 98 f-150 that will not shift out of park. it was working fine the other day, all i did was park it, and i couldnt put it back into gear. tried rocking the truck back and fourth, but nothing. replaced the brake switch and that changed nothing. when the brakes are applied, the brake lights do not turn on and the abs light starts flashing. checked the fuses and couldnt find anything blown. anyone have any ideas? im stumped with this one..

Brake circuit fuse. swap it even if it looks okay and see if it helps.

To get it out of park, turn the key forward one click from lock, but keep in OFF. You can now shift from park. Place it in neutral to start.

well, it worked to move the truck. but still, as soon as the brake is it, the abs light flashes. not too sure what this means
