FAST IDLE PROBLEM BUT NO LIGHT ON...PLEASE HELP!!!

When I come to a stop, my idle is around 1150 RPM in gear. When I select nuetral or park the idle races up to 1500 - 1700. When I stab the throttle the idle returns to normal. This doesn't happen all the time.
The engine light is not on, so does this mean it isn't a TPS, or an idle control sensor? Could it be mechanical? I checked the cable and the pedal mechanism, it all looks good. What about disassembling the throttle body and cleaning it? It does have 170K miles on it.

Does it run rich when this is happening? I just had to replace the water sensor (the computer one).

I might check for leaks in hoses. Especially the one coming off the EGR hose on the right side leading to the top of the engine. Mine had a hole in it and was letting air into the engine w/o getting metered by the MAFS. The hole was not in the EGR hose itself it was on the hose that is like an elbow connected to the EGR hose. Hope it helps!
