fuel presure problem

help with my fuel problem? i have a 2001 f250 v10 it is not getting any fuel pressure, i think it is the fuel pump, but i thought i would check the voltage to the pump first before pulling the tank and pump, i get only 6.6 volts from first set of wires and 10.8 volts from second set, is this normal? is this an electrical problem, i have check the fuel shut-oof and the relays all seem OK, any ideas out there, thank you
