P1351 Ignition Diagnostic Monitor circuit Input fault

I've got a buddy with a '97 F250 4x4 460 A/T His truck keeps setting the P code 1351 Ignition Diagnostic Monitor circuit Input fault. He said The code will not clear and the engine light is on so naturally will not pass smog. Unfortunately nobody, including the Ford dealer has been able to tell him what the code actually means, or give a pinpoint test.

The only thing i have heard of about this, was a monitor wire for the ignition/ignition module, detecting what position the key is in. from what i remember when a buddy used the wire he found to switch a relay to power up an inverter ( with out my help ) this caused a situation where there was then some issue with current going to this input. i guess its sensitive as there would only have to be a minimal voltage in to the module for dettection?.. he just removed the load from that wire adn all problems went away..not sure if this is the exact issue as your situation or not.. but it might help..
