V-10 idling up and down 99 F250
Have a 1999 F250 Idling from 900 rpm to about 1300 rpm while idling in park I have cleaned the throttle plate and also the idler air control valve.

The IAC (idler air control valve) can still be stuck.

However, I'd check for a vacuum leak or other unmetered air getting past the MAF.
