Why the difference in tow ratings 6.0 04-07

Can someone explain why thier is such a drastic change in tow ratings for the same 6.0 from years 04-07? The reason is I have an 04, F-250 6.0, rated to tow a 5er of 12,500. As the newer models increased, the 07 eventually with the same motor and gears will tow 15, 700 5er. The reason I ask is my truck has broken down on me 3 times with the inner cooler tube blowing off. For the 04 rating, i'm over by 500 lbs, but the 07 i'm way under. can anyone explain? I'm looking at having to trade in for an 08' just to feel confident about towing.

In '05 the frame and brakes were made bigger.
