04 F-350 Problems starting up

I have an 04 F-350 that wont start. The last 5 months, after you let it sit for more than 2 or so hours it stumbled to a start but then ran fine. When it sat overnite it would crank then die after about 2 seconds. After 3 or so times it would finally stay running. Now it wont start at all. I replaced the fuel pump and filters, and it didnt help. I have read a lot of other posts and think it might be the HPOP but i dont know for sure. Also i dont think it is holding any oil in the oil filter housing. After sitting over night i took the filter out and it was dry, i thought they were suppose to hold oil in the housing until you take the cap off. Maybe a check valve in the housing is stuck open? could that cause it not to start? Any help would be great. Thanks

There is a check valve in the oil housing, and when cap is unscrewed it releases the oil so it will run down into the crankcase.
