This 05B27 recall is considered a "Customer Satisfaction Program" and not a "Recall" because it doesn't pose a safety concern. The NHTSA's mission is focused on motor vehicle and highway safety. Unless you can demonstrate that the snap ring problem poses a safety concern, any effort to initiate a "recall" for this is a nonstarter.
