Your hubs are not vacuum actuated, the hubs say "Lock/Free" which means that they are locked in when you turn them to "Lock" and they are unlocked when you turn them to "Free".
If they were vacuum actuated the hubs would say "Lock/Auto".
You might be mistaking the wire going to the hubs which is for the ABS system, for a vacuum line.
