Maybe not the EGR COOLER, but the EGR valve itself. They are relatively simple to clean or replace Diesel Technician Society , so that would be my 1st step.
Remember, the manifold need to be cleaned as well (as much of it as you can get to). If it's camp soot, then that's a good indicator that the EGR Cooler needs attention.
