30K on HPOP o-rings

Mechanic says he can't see how I made it 30K on this HPOP because when it was replaced o-rings were put in the wrong place; however, to replace the o-rings and diagnostics, my final bill was $2100 and some change. What is normal diagnostic for a no-start when warmed-up and then what should the total bill be for just replacing o-rings and not HPOP. Last time I had this done, it was $600 less and I got the HPOP???

How many hours should this take? Dealer says minimum 17???
