another 6.0 problem

i need help or thoughts as to what is going on with this truck. It is a 03 6.0 with egr delet. the truck will crank fire but will not run. i have tested the ficm and voltage stays above above 48v while cranking. i have run icp electrical test and while cranking signal is around 1.5 volts and when it fires it jumps to 2.1 volts then back down to 1.5 there is no codes present and i am stumped. i have replaced the cam sensor as i had one here. please any questions or input may help me get to the bottom of this need to get it running and OUT of my shop.

If you have a scanner read on live data watch for 500 psi min of ICP, FICM sync and pcm sync. be shure FICM input and logic volts do not drop below 11v while cranking

That should get you headed in the right direction.
