They are the hoses that connect the cac tube to the turbo and cac. The lower one looks normal, the upper hose probably has cracks/tears in it and needs replacing. Some oil/dust is normal as the crankcase vents into intake system, allowing some oil into intake.

I have replaced both on my truck at about 50K miles. Mine did not look as oil covered as yours, but dealer decided to replace because of excess oil. Also, make sure you replace the clamps with new ones. I had one break today and blow the cac tube off the turbo. Had to be towed home. I will now carry extra clamps, along with coolant and oil and tools...need I say more?

I'd take all 4 off, clean em up good. I used dish soap and water.
Look for cracks or any sign of wear.
If needed replace.
I'd go ahead and check the orange (now hidden w/ black oil/soot all over them I'm guessing) lower short boots under the Y pipe. They go right into top of valve covers on top of engine I believe.
Also when reinstalling, be sure to clean the mating pieces real good. Hair spray works good for getting good and tacky before putting em back on so as to get a good seal.
And oh,...ya, tighten the clamps GOOD AND TIGHT!
Bob can hook you up w/ boots here:
