Engine Surging

I have a 2004 F-250 with the stock 6.0L. It has begun to surge. Not a jerking surge, but at a constant speed, any speed, it will smoothly surge. RPMs up and you can feel the acceleration for maybe 1 to 2 seconds. Then back down. It will do it several times and then stop. It is very random. I thought fuel and tried different fuel stations. I changed the filters, still the same problem. EGR changed(Got an EGR Fault) and had a lot better running engine and thought we had the problem solved, but still surging. I use Amsoil Cetane boost and Amsoil diesel concentrate. I had three injectors changed last year and since then, no injector faults when brought to the shop. Any ideas?? Lift pump maybe? The shop can't find any faults, but of course it doesn't surge for them. I even noticed it surging at idle from time to time. I looked back a few pages and did not notice any threads that referred to this problem.

Any ideas greatly appreciated.

Your most likely cause of surging would be the ICP Sensor and/or connector, especially if its an 03 or early 04 build engine with the ICP located below the turbo.
