Help Reinstalled Turbo Now Whistling?

I had an oil leak and went for the ICP and couldn't see it so I removed the turbo for access swapped out oil soaked ICP and reinstalled everything now I have a whistling noise happening. it seems to be on the drivers side. Is there a certain order for tightening bolts on the turbo to pipes? I did loosen the y-pipe manifold bolts but not removed. Do I tighten the downpipe to turbo then y-pipe to turbo then y-pipe manifold then turbo to motor? I can't figure this out?

if you have a whistling sound its the down pipe off the turbo going to your muffler or cat the up pipes would not whistle if they were leaking you would hear a exhaust leak with no turbine noise

Did you remove the egr cooler clamp, its possible that the gasket fell out, that causes a pretty loud whistle. Also you dont need to loosen y-pipe to r&r turbo. I usually get all the bolts and clamps on finger tight and then snug clamps, then bolts at manifolds. Make sure you check all intake and exhaust connections, you have a leak somewhere........

I loosened Y-pipe and didn't get it seated right.
