high egt's and boost possible turbo

lately my boost and egt's seem to be high my guage even shows boost at idle and going down the road at 65 my egt's are at about 1000 I took the air cleaner of and looked at the turbo vanes, they spin fine and seemed clean other than the oil from the valve coming into the intake can you tell if they are sticking without removing turbo, this turbo is only 1 year old with about 10000 miles on it
