Intermittent runs, rough, low power, EGR,FICM?

Hi All
I posted a while ago about the codes I had. Thanks everyone for the input. Sorry I had no updates work had me away and busy.

I pulled the EGR yesterday. It was very dirty, full of cruddy soot, so was the chamber. I could put my finger in the one cavity and it felt like it was full of this soot and crud also. This EGR is only about a Year old. Is this normal? I also checked the FICM with a volt meter. This FICM is only 2 yrs old, re built from circuit board medics. Key on read - 47.5 V Start and running read - 47.8v.
When not up to running temp it lacks power. Some times when it IDLE's it is very smooth and sounds good but other times I can hear it stutter every 10secs or so.
I feel like this is and electrical issue. Also I should note as I wrote in my last post, the instument cluster is off and on - The plug has loose connection or something, I can wiggle there and it works.
Yesterday it acted like it was running out of fuel. Then 3 hrs later went to take it out after looking at EGR and FICM and it run really good. But with no instrument cluster.

Any advice would be appreciated.
