Well, Okay if you want to get picky, then any modification to any point in engine operation or control is a violation of emissions rules! That means anything! Reflashing ECM / TCM is illegal, intake, exhaust, egr deletes, block off plates, and so on are ALL illegal. ECM/TCM are emissions control devices by design - any modification is a violation (unless done by manufacturer to address control issues). They build the truck and it "passes" the tests the way it is assembled. Same thing with replacement parts - if the vehicle has not undergone crash testing with those components then the vehicle is not in compliance with law! Lift kits, bumpers, wheels, etc. all change the properties of a vehicle in a crash! As you were quick to point out though - enforcement is up to local authorities! So if you don't care about warranty issues, and don't have emissions testing or tree hugger issues - then just forget the cat if you want to!
