mine use to also, untill i let ford flash my PCM with the latest calibration. Sense i installed a 03 FICM with a good old calibration I got my power back and good fuel mileage back also. Its a huge noticable differance. So before yes my truck was in a low boost condition doing exactly what it was supposed to be doing but it sucked. Once i figured it out that it was the calbiration that robbed my truck of HP and fuel mileage. Plus no my truck runs smooth and more quite. And FYI you have the same crap calibration that I had on my truck.

the turbo on all 6.0 turbo deisel use the mass air flow and ebp sensor to corrilate boost and it is true most make moer than 24 psi and will build more but the factory spec is 24 psi also ford is saying the reson for heads gaskets is overboost and ford dosent want anymore than 24 psi due to the head bolts sterching because the boost the reason i know this i am a ford master tech and deisel tech also if you can find it there is a tsb explaining this conditoin 09-08-03 per ford tells how to diag the egr cooler and headgasket failer and if the vehicle has a programmer it would be good to get the fuel pressure up so the higher icp dosnt beat the injector pintel out the can be done by putting a spacer behind the fuel pessure regulate usually 3mm spacer will get it up to 62psi this where my truckn is i have an 04 late build with quadzilla programmer mine will make 32 psi

32 psi of boost and it is best to weld the egr valve shut to protect it from ext heat also iat2 is what is messing up egr coolers per ford

did you make the spacer? where can i get one? i have never taking the regulater off where is it located?

the regulator is on the front of the top fuel filter housing i used a piece i used a piece of metal that i ground down to the size of the spring in diameter and made small adjs until pressure was acieved
