If that doesn't work its down to either pulling the part to work on it on the bench, or heat. Heat is concerning on critical parts though, especially if they are heat treated as the heat can ruin the heat treat and leave the part weak. Steering arms, etc. are often case hardened to improve strength. There really isn't nay way to know just by looking at it whether it is or not though.
There are pullers for that application but even then they can be really stubborn. Usually, a few hard blows with a hand sledge is all it takes to pop it off of a puller won't take it off... or a combination of the two.
