No PCM communication to scan tool

Here is a Question I have an 04 f250 that ran perfect before I did a head gasket job and after everything was said and done I can not get it to start checked all my fuses and all my wiring from a to z found high resistance on pins 46&34. Also found the ficm body has 8 volts of power.
The truck will crank, but will not start. The scan tool can't communicate with the pcm so I have no codes. I can't figure out why the pcm won't communicate with the scanner. Help please?
Thanks

Check the plugs on the PCM for a bent pin(s).. If none are bent, look for a blown fuse..

Pins & Fuses

Already checked the fuses and they are good. Double checked and no bent pins.

Any other ideas?

Thanks

Chaffed harness? You need proper voltage for the FICM to work and the truck to fire - apparently you don't - voltage reading of that value indicates a problem with the harness/connectors IF you are seeing 12V at the batteries - then the loss HAS to be along the wires connecting to the FICM. The pin may not be bent - but is there a loose connection inside one of the connectors? A wire chaffed through shorting out?
