Exclamation Please Help! Several Problems!

Hello Everybody and a Happy 4th to you all!
I would like to ask for your help in solving some problems as I am not to familiar with diesel trucks!
First my major problem is I recently showed a 2500 HD how to do a burnout properly but then I lost power steering and brakes at low speeds, where its important like turning a corner! I am assuming it is the booster gone bad. Does the booster control BOTH the PS and PB? If so how hard is it to replace or how much should it cost for someone else to replace...if that's the problem!

Second I need to clean my EGR in a serious way! The turbo surges at highway speeds blowing a puff of black smoke with each surge and making a quick noise in the air filter/intake area. The noise is the same as when you are under full throttle and have to let off there is an air intake chatter. Also when idling the turbo will stop spooling (no "whistle"), engine sounds a muffled and when I press the gass, a puff of white smoke comes from the exhaust and the turbo then sounds again! (question on that below) I see the postings on HOW to clean/replace the EGR but not WHERE the darn thing is! Where is the EGR valve? Does this sound like an EGR problem?

Now on to the turbo question! My truck has been compared to a "jet taking off" a "sherman tank" and much more. At idle the turbo is still spooling creating a constant "whistle". The turbo spool is extremely loud! I dig it actually and don't want it to stop! That being said, this aint my first turbo and most turbo's will have a negative psi at idle where the turbo will not be spooling therefore no noise. Now I think this 6.0 PSD has a hydraulic turbo. Is that normal for this turbo to constantly make pressure/noise? I do not have a boost guage so I am not sure there is psi at idle. I am only assuming because of the "whistle" which comes form the spool which creates boost. I have listened to other PSD's and have not hears such a loud spool so I am a bit concerned about turbo damage and/or to much head pressure wich could damage my head gasket!

Yes the power steering pump is involved in the brakes also. It supplies the hydroboost unit. Sounds like you need a new pump (or fix a big leak somewhere).

(Just remember to use Carb cleaner and not brake cleaner to remove the gunk)

To me it sounds like you have sticking vanes on your turbo also - you should be considering pulling and cleaning it. If the vanes stick, you can overboost and this jeopardizes head gaskets.

As far as your turbo being loud at idle, I see that you have an 03 and this is normal for that model year. Do you have an aftermarket exhaust or is your stock exhaust straight piped. This will further accenuate the whistle sound. The 03 turbo was notoriously loud and Ford switch to a different turbo in 04 thus why the other trucks you hear are not as loud. I had an 03 and the turbo wistle was louder on that truck with a stock exhaust than it is on my 05 with an aftermarket exhaust and no muffler.
