A non-rotating seal of any kind is called a "Static Seal"
and even if your origonal O-Ring was damaged, you wouldnt be able to see it with the naked eye!

I say: It's cheap insurance.
I replace em every time as well.
I can tell you from experience that when installing the frame rail mounted fuel filter, great care should be taken to assure that that
O-Ring is not pinched by between the cap and the groove it sit's in!
Look at it while its going in cause I had one self destruct on me...
