Rusted turbo vanes

Well, finally had turbo problems after 21,000 on my 05'. Took it to the dealer and they called me back and said they found out what was wrong. They quizzed me on what I use my truck for, how I drive it, and di I let it idle. Funny thing is, I don't remember the truck coming with instructions on how to drive it.
Anyway, after we got past all the B/S, the service writer told me my turbo vanes were rusted up,thats right,rusted. I haven't heard of this one yet. I thought all of the problems were from carbon. Well' he went on to say they were going to "clean" my turbo and put it back on.
After a few words with the service Mgr., they had a change of heart and installed what is supposed to be the latest and greatest turbo offering from Ford. Part# is a 5C3Z*6K682*DA per TSB 06-17-01. Does anyone know this to be true?
Also, DTC codes set are P2262, P0478,& P0299. What do these codes
mean fellas? Thanks for the help!

The vanes and housing all rust and Ford put a halt to new turbos without cleaning them first.
