Yes, they are all like that. Turbos are powered by exhaust (unlike blowers, which are belt driven off the main shaft). It takes a second or two for a turbo to spool up, and it's a bit more pronounced with the VGT's. To keep the truck from smoking while waiting for the boost to build, the programmers at Ford told the CPU not to allow too much fuel if the fuel pedal is mashed down. After the CPU gets the info the boost is OK, it allows fuel & zoom, off you go.
Aftermarket programmers will "fix" that, if it's a problem to you. You can also learn to roll into the pedal, instead of mashing on it, or "power brake", holding the brake down while building boost then letting off.
An aftermarket intake won't help.
