turbo question

i have been talking to a guy about purchasing a used 03 turbo. he said it worked completely fine and then slowly the loud whistle that you get from the 03 turbo started to slowly go away. he said the shaft doesnt seem to have any abnormal play from side to side and front to back. do you think it may just need to be cleaned or rebuilt or could it be more serious? he wants $250.00 for it but i dont want to buy it and then be stuck with a turbo i cant use. i would appreciate any help.

You can take the compressor housing off and see how gunked up it is and if the vanes move freely or not. It doesn't take that long to take a look. I would be more concerned about why someone would remove a 'completely fine' turbo just because it doesnt whistle anymore?
