As a guess, it sounds like the ICP sensor is acting up causing surging. If its an early build 04 engine its back behind the turbo. If its a late build 04 like mine, its in the passenger side valve cover. I had a minor surging issue last year, cleaned the sensor connection and problem went away. You really need to pull the codes though to know for sure.
