4X4 won't engage and vacuum pump continuously runs

I am chasing down an issue that is involving my vacuum pump continuously running on my 2000 7.3 f350. I have done some reading up on it and have found that most people that are having the same issue there A/C vents don't work correctly when they use the ESOF. My A/C vents blow and work correctly when i use the ESOF but my 4X4 doesn't engage. I have replaced the lines that run down to the hubs and have checked all the connections that i am able to find/see that run from the vacuum pump (maybe there is one somewhere that i can't find but am not sure where to look) so now i am wondering about the solenoid P# >PA66-GF33< (or what i think is the solenoid) on what it does, and if that part has gone bad if that would cause my issue. Any help would be great THANKS ALOT.

Quick test - pull those vacuum lines to the hubs and plug them. See if your vacuum pump stops running. If it does, you have leaks in your hub seals.

I pulled the lines to the hubs and there is no suction what so ever coming thru the lines. i plugged one side and checked the other and vis versa and also put my tongue to them to see if they were getting any suction (weak or strong) and nothing. I have the key in the on position vacuum pump running strong and turned the ESOF on both high and low 4X4 but still no suction coming thru the lines. I also pulled the double line fitting (has black and red tubes under the electronic plug) from that solenoid and I'm getting strong suction from the bottom tube (red) but not the top one. So at this point I'm just lost with where theres a leak or if its that solenoid thing not working, which from what i understand has a flap that electronically switches over to open another line that connects the rest of the lines??? also would anyone know what fuse number controls that solenoid???

Then likely your pulse vacuum hub-lock solenoid is bad. I believe the latest part number is 7C3Z9H465A - I've seen them as low as $60 on eBay.
