Access for installing magnefine filter

I read that the place to install the magnefine filter is in the rubber line that's over the front axle. How do you remove the fabric cover that has to be moved before you can access that line? I see that the fabric is snapped in, and I've tried pulling out the snaps and have taken a flat head screwdriver trying to pry them out, but it looks like they're going to break.
Or is there somewhere else the filter can be installed?

My rubber hoses are by the passenger side frame rail and are fully exposed.

Like 444-4D said, on the passenger side frame rail just I/B of the fwd spring shackle. Mine has a oil to water cooler in the radiator which you '99 will not have, but these pictures might help.
