If it does my 01 had the cable buried behind the drivers side fog light. Wrapped up pretty good, had to look to find it

No it's not a standard option. Most trucks sold in cold weather climates have them, but it is (was) an option from Ford. If you don't have one you can buy the plug assembly.
The actual block heater does come with the motor but the wiring harness with a plug is the option.
The block heater and the cord to plug it in with were part of the PowerStroke pkg in 2002 model year.
Later, Ford continued to install the block heater, but made the cord optional in most states.
Crawl under your truck with your head under the oil filter and look up. If you see an orangish colored wire going into a gizmo at the base of the oil filter, that gizmo is your block heater, and the cord runs to the front of the truck, probably behind the bumper near the tow hook on the driver's side. It's tightly tie-wrapped, and it has a cover on the plug, so it doesn't "feel" like an electric plug. But it's probably there.

2002 may have been the year they changed it then. When I ordered my 02 I had to add that as an option. My 02 came with the orange or gold coolant. Some of the 02's came with the green. Maybe this is when they changed it.

I doubt it, unless you ordered a gasoline engine.
Page 6 dated 10/10/01 in the 2002 Order Guide for an F-250, under LPO (limited production options), indicates the "Heater, engine block" is optional on gassers but "Std w/99F PowerStroke engine". Same thing in the 2003 and 2004 Order Guides. The 2005 Order Guide is the first one to indicate: "Std in AK,CO,IA,ME,MN,MT,ND,SD,WI,WY" but optional in other states. I don't know about Canada, but I suspect it was standard in Canada too. (Canadian Fords are ordered under a different Order Guide.)
So if the change was made in the middle of a model year, it was probably the 2004 model year, not the 2002 model year.
