Exhaust back pressure valve

My brother has a 2001 7.3 and at 1200 rpm it makes a sucking sound. You can really hear it at the tail pipe. It is inconsistent and sometimes surges a little. Could this be the back pressure valve or something else.

I am posting because he does not have an account and won't create one for sw reason

Yes it sounds like a jet. It is intermittent when it does it but does not do it every time he drives it. It has been doing this for about a month

The EBPV is for warming the truck quicker. It should only kick in with out throttle. If it is kicking in and out as you drive there may be a problem. If it is doing this when warm there is a problem. Mine is now looking at 20-30 degree mornings and is real slow on take off as the motor compensates for the EBPV. It only takes a minute or two of driving and it goes to normal. When the EBPV is closing the idle should also rise to about 1200 rpm.

When the truck is at idle you can move the connecting rod and the sound and load of the engine does not change so does this mean that the valve is stuck. I keep thinking that this sucking noise is from the EBPV. Maybe it is something else
