If the wire to the sending unit in the tank is broken or disconnected, the gauge will read full. So check the wiring.
It's also possible that the float is stuck up against the top of the tank. You may be able to fix that by hammering on the tank with a rubber mallet. The fuel level should be below full when you try that. It may unstick the float.
