I have a 2000 f350 7.3
I am having the hard start when cold also. If not pluged in, no start at all. If plugged in, it will start, but it takes awhile. I tested the glow plugs and found one bad on passenger side front. There is no smoke when cranking or upon starting. None. On the gpr, should BOTH small wires send power to the glow plugs or just one?
When turning on the key, I get power to the back small wire. No power to the front small wire at any time. 12v at both large wires.
What is the front wire for, if not for glow plugs?
Had the batterys tested, and they tested good.

The small terminals on the GPR are the control circuit, one being fed via a key-on hot fused circuit, and the other one grounded by the PCM. So if you never get any voltage on one of the small terminals, then the relay coil is burnt out.

The large lugs are what carry the power to the GP's. That's the whole point of a relay - Use a low amp circuit (small wires) to switch a much larger load. There's no way the dinky wires on the control circuit could feed the 100+ amps that the GP's draw. You'd be seeing smoke if you tried that.

Check the Hard/No Start link in my signature for how to check your GP system, but from what you describe, I'll just about guarantee your GPR is shot.

The batteries helped, but didn't cure the problem. After reading this thread, cycling the key seems to help kick the relay and I can start. I'll be replacing the GPR very soon. Thanks KLHansen and the rest.

Update: The glow plug relay fixed it. I also ran a pilot light to the cab so I can monitor the output of the relay.
