Strang thing, the WTS light worked initially when the truck stopped starting. Then for some reason it stopped working. I checkesd it with a meter when the light stopped coming on and it wasn't getting power through the relay. So I could only figure it had gone bad, or something else was not letting power to it. Well, now since I have removed both the PCM & IDM to check them on another truck (and the other truck started fine with my parts in it) and put them back in my truck, the WTS light comes on. I also checked it again with a meter and it shows the proper reading. It still won't start Do you think I may have a short somewhere, or am I going to have to run down a scanner? So far I haven't been able to locate anyone other than ford. And right now that's out of affordability for me. I live in Allen Texas, just north of Dalls.

WOW, the other truck starts with your PCM and IDM and yours dont.
I still think you have an issue with the connectors or harness on the IDM and or PCM. You may have moved something in the harness just enough and now it has power

I have read some of your post from the start, I am no expert but I also have a 99 7.3L, shortly after I bought it I had the some of the same problems, cutting out or stalling in heavy fog or rain, found a good shade tree mechanic that new exactly what the problem was, it turned out to be the cam position sensor on the front of the engine under the water pump (you can get to it from the bottom). After replacing it I had no further problems (around $80). Of course after I replaced it ford recalled some of the 7.3L for faulty cam position sensors. LOL!!!!

Yes but look at post #6 and he installed new CPS

Anyone haver any more ideas. I have been tracing wires till my eyes are crossed, but can't locate anything that makes any sense. At this point it leads me to belive that it is something electrical. Spraying WD-40 in the intake produces nothing.

Spraying WD40 into the intake WILL produce nothing- it doesn't burn.
Looks like you've checked the normal things, next step is a good scanner read by someone who knows how to use it. By all you have described you have an electrical problem. If your friend with the Modus had done a buzz test it would have helped a great deal in the diagnosis.

Thanks for you input. I wish I knew of someone local that had a scanner and knows how to use it. The person with the Modus is a local mechanic I have used for my gas vehicles in the past. That's how I got him to come out and at least run the minimal test he knew how to run in hopes it may be enough to figure it out. If there is anyone out there that has a scanner in the allen Texas area, I would be willing to pay for there time to run the proper tests. Thanks again.
