The oil level in the HPOP reservoir is maintained by the engine oil pump. It will not drain back to the pan. If you change oil and want to change oil in the HPOP reservoir you have to remove the torx plug and pump it out. When restarting the truck after the oil change the HPOP reservoir will refill with oil. There is only about a pint of oil in there.
Your start/stop problem prolly has nothing to do with the HPOP. Sounds like you have a bad CPS unit. I would start there and change it. Goto below on how to change it and a lot of other good info there also. Everything there relats to the 99 PSD .
