Oil in intercooler

I recently tightened all my boots to get rid of the boost loss I was having. Question is with all the signs of oil weeping at the boots, even after the intercooler, is it safe to say that the intercooler could possibly be holding a sufficient amount of oil in it. If so whats the best way of draining and cleaning it? Oil in intercooler equals loss of cooling area?

You could remove the IC and flush it with a chemical to cut the oil and that would clean it pretty good. Problem is when you put it all back together, your CCV will continue to put oil fumes into the system again.
