If your truck was built for California, you probably have a Glow Plug CONTROLLER, not a Glow Plug Relay. It's also possible that you have the relay with a bus bar on the output lug with three small gauge wires and the large gauge glow plug wires on the outside terminals of it.
It's trying to tell you that the current going to both banks of glow plugs isn't within specs, meaning probably that you have one or more glow plugs bad on each side. Not sure of the specs, but you should check your glow plugs by removing the connector at the valve cover gasket and checking the resistance of each plug. Check the front two and back two terminals on each side. Resistance to ground should be below 2 ohms. On my good ones, I read right at 1 ohm.
