power loss

pulling my 10k travel trailer last wk. i had trouble getting up the mountains, it would bog down like running out of fuel, no black smoke, made it home installed new fuel filter, had 40k on it, air filter fairly new and clean, haven't had a opportunity to pull trailer again but seems to be OK around town, my question is revving it up in neutral or park it runs up so far then bottoms out like its not getting fuel at full throttle, is there a governor to keep it from over running or do i still have a problem i wont find out until i hook up to my trailer again? 99' E350 super duty 7.3 no mods, 251k normal maint. always fixed what was broke as needed, but burnt out of paying ford good bucks to tell me nothing sometimes, hope some out there can advise. thanks Phil.
