Rough Idle (Blue smoke)

I've got a bit of a problem, my early 99 has been running like crap. It's been in 30's here in Texas and I've been using the block heater. The truck warms up fine with plenty of white smoke, once the high idle shuts down the truck idles like it has a bad miss with a constant blue smoke. I also noticed exhaust coming up behind the engine at idle, but no soot marks. Once your are off idle above 1,000 RPMs I cannot detect a miss. I also have a fair amount of oil in the inter cooler tubes.

Oil changed in the last 1000, along with a new air filter. The truck is 100% stock with a 144k, including the exhaust with cat. I know at this time I have one dead glo plug and two on the bubble.

1. I'm going to start with a visual inspection of the turbo for end play, etc. Where to go from there if its not the turbo?

2. Would you run a compression check first or last? And where to borrow or rent the tools?

3. As fair as I can tell I do not have an EBPV is that common for an early 99?

4. Could a blocked up CAT be a cause?
