rough starting

I have a 02 with a 7.3 in it. I had it rebuilt about a month ago. It has new injectors, IPC,IPR, Glow plugs, GPR, when you start it in the morning when it hasn't been plugged in it is gutless. by the time you hit the end of the block it will really snap out of it and set you back. Does anyone have any advice? I was maybe leaning to fuel pressure. The mechanic kept getting code 1211 excessice icp above desired pressure. After i took the chip out the code has never come back.
