What is this?

I pulled the turbo today for an oil leak. Found this laying in the valley against the big drain hole in back. Anyone know what it is? Only people ever in there was the factory when they built it, and the dealer 2 weeks after I bought it in 2000... They had to replace turbo pedestal o-rings that were leaking in my brand new truck.

It is a locking sleeve. Ford remanufactured turbocharger pedestals come with that locking sleeve secured to the EBP valve actuator rod. It is to be removed once the turbo and pedestal have been assembled and the backpressure valve connected. Toss it out.

Just recently found mine that way when I replaced it with EBPV deleted pedestal. Was still connected and working, but may have been source of a-little more rattle on cold days.
