ATS Housing and factory exhaust

Will the ATS housing eliminate surge even with factory exhaust? Actually the exhaust is a little modified with a BTM straigh flow muffler.
I was towing my new toyhauler this weekend 8000# and against going up grade to maintain over 65 she wants to surge like crazy. The truck doesnt want to down shift and will surge until I turn the OD off then the surge noise goes away.
I dont get over 1000F exhaust temp with my current exhaust set up so I didnt plan on changing to 4in exhaust.

My understanding is that the ATS housing will eliminate all surge. I think a free flowing exhaust increases your chances of surge, but I may be wrong.

ATS housing is on the compressor side. Exhaust bolts up to the turbine side. ATS housing works the same regardless of the type of exhaust you have on your truck. Those relate to completely different sides of the turbo.

good. I just noticed everyone running a ATS housing also had aftermarket exhaust.
I just wanted to make sure it would eliminate the surge before I spent over $400 for it.
