Hey. I was wondering if there is anyway that i could turn up my fuel pump on my 1999 F-250. Also i was wondering how to get some black smoke behind me!

I'm not sure what mods you have right now but your best bet to getting more black smoke is getting a chip or a programmer. They do make Fuel Pump regulator shims that will increase your fuel pressure. They can be found here

Welcome to the site. Your truck doesn't have an injector pump to "turn up," but you can obtain a chip to do this. Click on links for a list of site sponsors, or contact Tony Wildman for some good advice and products.
Using this shim kit, will it mess up a chip mod? I know I could use a screw or BB, but this kit looks a lot nicer. Just want to verify if a chip will play nice with it.
The shimmed regulator ain't gonna give you more power nor smoke.
The only way to 'turn up the fuel' on these engines is through computer tuning. So to answer your question:
You can't turn up the fuel, but Jody can.
There are a lot of good tuners out there, my favorite and lots of others is Jody Tipton who owns www.Dp-Tuner.com
Give him a call and talk to him, you can get your existing PCM flashed for cheep, or get a 6-position switch-on-the-fly chip.
.....and smoke, oh yes, lots of smoke.
it will give you a tad more power. if you put in a shim it's opening up the regulator more and allowing a little more fuel. that's the point of the shim. stock fuel pressure is somewhere between 55-58psi. with the bigger shim it will get it up to 65-70psi. your truck will idle a little smoother and deliver a little more fuel constantly. as for the smoke you're gonna have to drop some $$$$.

that is incorrect. the pressure regulator is a bleed device that keeps pressure in the filter housing and injector supply lines. the shim increases the preload on the spring to keep the plug seated on the valve seat when the fuel pressure is applied to it. that valve bleeds back to the tank.
You get more effect out of turning the injection pressure up on the 7.3L. This increases fuel delivery to the engine and hence lots more power and some smoke.
This product can be run standalone or with any tuner to acheive what you desire.
