The foil delete is just taking out the CAC tube and removing the foil - lots of posts on how to do this - get some acetone to clean up the adhesive and put it back in.
The turbo wheel "should" be balanced with the shaft and turbine assembly complete - but many have just done it with no ill affects.
The ATS is a great mod for 99.5 and up and will increase your turbo sound a bit as well - it is a much larger intake. It will fix surge problems.
To the OP - have you had someone drive by you with your truck? i think you will see that it probably makes some more whistle out the exhaust than you can hear in the cab. Are you looking for that or are you looking to hear it inside the cab?
If you want the noise and have a 99.5, then you will need to change out your wheel as 444 mentioned. I have seen it done in less than 10 minutes (having all the tools laid out), but I would not recommend that approach (air wrench).

Ok, sounds like I'm going to do the "foil delete" to start. Also, who makes this "6637" air filter? Is it just the air filter element or a whole intake system?
....The other day I had to get a new air fliter so I ran to the parts store with no air filter at all and this didn't make the turbo any louder....
YOU DID WHAT!!!!! NEVER run the truck with out a filter, I would start saving for a new turbo....of course this is an assumption, what roads were you on? and distance? To me doesnt matter because all it takes is one bad piece of dirt/small rock and you'll be buying a new turbo anyway.

the 6637 is a napa air filter not sure what it is actually for but from what I understand it just hooks up to your stock intake tube (you have to take out your factory breather box or it wont fit I believe) My advice would be to buy the ais severe duty intake its a factory intake and imo you cant beat it im runnin my truck with the strait piped 3.5" and ais severe duty intake and started the foil delete process but realized that you actually have to take the cac tube off to do it so Ill have to wait til i have a day off to finish it but i have no programmer and I think my truck sounds bad A**

I'd like some suggestions on if I should get this filter, not only to help with whistle noise but also to help air flow and fuel mileage or should I get a complete cold air intake system? If so, what intake does everybody recommend? I'm ready to get this project under my belt. Thanks guys.
Find the sound you like on the internet. Copy the sound file to your computer. Plug it into your truck stereo or get a cheapo horn and you'll be whistlin' big time Heck, you can whistle when you're stopped, or even backing up, how cool would that be!

As others have already stated; you'll never get the 6.0 whistle out of a 7.3;
however in regards to a filter setup:
IMHO yes, the 6637 is THE way to go.
Around $50 from Napa.
While you're there, have them slice you off a 3" section of 4" diameter exhaust tube if you don't have any scrap layin around.
Buy a large hose clamp to fit around the outlet on the 6637 and you're done.
Or toss your $300 at a "cold air intake".
But if you're like me and not made of money AND don't need that $200 sticker they send with the kit, then this setup will work just as well if not better.
I used to run one of those "$200+ sticker" setups and ditched it for the 6637 set up just to try it out......................... and it's heaps better!!!
I honestly don't know how in the heck some of those kits continue to sell for that kind of money. Good marketing on their part I guess.

I feel a bit taken I guess to because I pride myself on be an extremely educated consumer. I just didn't do my research;.......one of those days at the local diesel shop and got sucked in I guess.

Thank you, I don't agree on the prices on them eaither. Mine whistles pretty good now, sounds like a helicoptor taking off. I am under the assumption I have to ditch the factory air box too? No big deal. I'm going to go get the 6637 today.
6637 won't be here until tomorrow. I did the foil delete today. Pretty simple project really, took about an hour. I can here the turbo alot more when I put my foot on it.
