Depends on how often you plan to change tunes. If you'll normally change tunes only when you tie onto a heavy trailer or turn loose of that trailer, then you'll probably like a programmer. The advantage of a programmer is any idiot can use it to change tunes, and there is no install work required. The disadvantage of a programmer is it requires a coupla minutes to change tunes every time you want to change tunes. And with most programmers you are limited to three different tunes.
A chip is a lot more complicated to install. It plugs into the main computer (PCM) after you meticulously clean the electronic contacts in the PCM and on the chip. Then you have a tune switcher that you must install, and that requires electrical/electronics wiring. The advantage of the chip is you can have a lot more tunes to choose from, and you can change tunes instantly with a good tune switcher.
The same tunes are available for either a programmer or a chip. However some "tunes" are practical only with a chip. The decel (exhaust brake) tune can be active only when coming down the mountain. So you have to switch it at the top of the pass, then switch back to your towing tune at the bottom of the pass. Also there are several "high idle" tunes available, but you have to switch back to a normal tune before you can move out.
The most popular tuner right now is Jody Tipton at DP-Tuner
I have his economy and towing tunes flashed into my Edge Evolution programmer. Good stuff. I usually leave mine in 60-tow all the time. It's a great towing tune for towing an 8,000 pound trailer, and is also good when not towing. I would switch to 80-economy only if I was going on a long trip unloaded.

My Sierra Blanca in the sig pic was a great pickup for 11.5 years. I sold it last year. Replacement is a 2012 F-150 EcoBoost SuperCrew Lariat.
I have an 03 Ex w/ 7.3. I have the TS Performance 6 bank chip in it. I did get it a number of years ago so I have not had a need to keep up on the most recent advances. That being said, I am pleased with it. I installed the switch where it easily reached to the left of the steering column on the lower part of the dash. When I need the extra boost I just turn the switch to the next setting. It has a OEM setting - an OEM setting w/ high idle - then additional settings w/ additional horse power and transmission adjustments. Works nice.

Put in an EGT gauge at a minimum, boost is nice and will help you verify the trucks condition and keep an eye on fuel economy once you learn the gauges.
I will give a vote for DP-Tuner!!

I chose the F-6 chip w/stock, 1200 rpm, 1200 rpm w/EBV, 40T, 60T, 60E, and 80E. The 1200 rpm is perfect for extended idle with AC running, the 40T dramatically improves towing with our 15k 5th wheel, 60E is the best for running empty. The chip and electronic switch work flawlessly, and there are no codes to mess with. Very good hardware and tunes!

Thanks for the DP tuner link... don't want to do any chip mods just yet, since truck has over 368K on her right now... brand new E40D, and also looking at getting another engine dropped in around 1-2yrs from now
