truck leaning to left front

i have a 1999 ford F250 super duty. It leans to the left when unloaded. I have new leaf springs on all 4 corners and shocks. I have noticed that when i lift the truck up to work on it the front axle is lower on the passenger side than on the driver side it looks like the drivers side leaf is always under load even then there is on weight on the axle and it is just hanging free. Any help would be great.
