I looked this up on MY trucks service manual, it is not real clear, but.
Look at the certification label on the drivers side door. The line directly underneath the bar code. Should read something like
WB|BRK|INT|TR........
Look at the line that says BRK if directly below it you see the letter B it is 4 wheel ABS. B - Four-wheel Anti-lock Brakes System (ABS) .
It gives no other options for my year (2001) of truck. Maybe that means all 01's have 4 wheel abs. Could very well be 99's are a whole diff ballgame? I would just call Ford parts and give them the letter that corresponds on your certification label.

Easiest way is to look at the steering knuckle/front caliper.... All trucks will have the brake hose.... A truck with manual transfer case AND 4WABs will have the hose and a wheel speed sensor wire... A truck with 4WABs and ESOF will have the brake hose, a vacuum hose and the speed sensor wire.
I may be mistaken on the year, but I don't think that 4 wheel ABS was standard on the Superduty until 2002. Prior to that, only the Lariats came standard with it and some XLT models had it as an option.
For '99 and '99.5 model years, 4-wheel Anti-lock Brake System (4WABS) was optional on all SuperDuty pickups.
But for Y2K model year, 4WABS was std on Lariat SRW and all DRWs, but optional on XL and XLT SRWs.
(Before production began, Ford announced that 4WABS would be std across the line for the Y2K model year. But they soon realized the supplier of 4WABS components couldn't meet the demand, so Ford had to back off and make it optional on their biggest sellers - XL and XLT SRWs. So the first publications of brochures and the Ford Truck Source Book were wrong, and dealerpersons had to make pen&ink corrections to them.)
Beginning in 2001 model year, 4-wheel ABS was std across the line.
