You should be able to find a driving light install kit that has the relay, fuse, and a switch at any auto parts store. When you wire it in you can go either with a switch to control the relay or just use your park lights to control it. Also if there isn't a fuse you should wire in a fuse from the battery just in case the wires short our somewhere.

Here's some parts suggestions:

FIVE TERMINALS, BRACKET MOUNT RELAY STANDARD STANDARD 40 AMP RELAY AUTOMOTIVE RELAYS RELAYS AND SOLENOIDS* - Waytek Wire
5 PIN HIGH CAPACITY/STD RELAY CONNECTOR RELAY CONNECTORS AUTOMOTIVE RELAYS RELAYS AND SOLENOIDS* - Waytek Wire
FUSE HOLDER FOR MINI FUSE MINI FUSE HOLDER BLADE FUSES CIRCUIT PROTECTION* - Waytek Wire

You should be able to find similar items locally, or other online shops as well.

Ok so now I know what I need. Thanks for the replys. Can someone explain what exactly the relay does and how I will need to wire it in. can I wire it inline somewhere or does it need to go in the fuse box with the others? Right now the lights that are giving me problems are the capsule shaped ones in my headache rack that have two hots running to them. One for the brakes/signals and the other for the running or parking lights. The brake and signal lights still work fine but I disconnected the other wire because it was causing my #17 fuse to blow. I replaced both whole units since you cant remove the bulbs thinking that would solve my problem but it didnt.

You can mount the relay just about anywhere you want. But it probably won't fit in the fuse box with the others unless you plan on doing some fancy mods to the fuse box.

If you pull one of the relays in your fuse box, you'll find a diagram on them that shows how they work. The control terminals are what you'd wire between the switched power source and a ground. Then wire from the battery (thru a fuse) to the common switched terminal, and from either the normally closed or normally open switched terminal to your load. When the relay is activated, it changes the state, connecting the normally open terminal to common and disconnecting the normally closed terminal from common.

Here's a diagram of how I did auxiliary backup lights.
